  "text": "Column 1 Person/Category\nColumn 2 Specified service(s)\nQualifying persons who are licensed gas suppliers.\nSupply of gas to the public under the relevant gas licence.\nQualifying persons who, by virtue of an appointment under section 6 of the Water Industry Act 1991, or by virtue of a variation of such an appointment under section 7 of that Act, are water undertakers for the whole or any part of Wales.\nServices provided to the public in the exercise of the functions of water undertaker for the whole or any part of Wales.\nQualifying persons who, by virtue of an appointment under section 6 of the Water Industry Act 1991, or by virtue of a variation of such an appointment under section 7 of that Act, are sewerage undertakers for the whole or any part of Wales.\nServices provided to the public in the exercise of the functions of sewerage undertaker for the whole or any part of Wales.\nQualifying persons who are licensed electricity suppliers.\nSupply of electricity to the public under the relevant electricity licence.\nQualifying persons who provide the public with post offices.\nProviding the public with post offices.\nQualifying persons, other than not for profit organisations, who provide the public with postal services.\nProviding the public with postal services.\nQualifying persons who provide the public with telecommunications services.\nProviding the
