  "heading": "Welsh Ministers' power of direction",
  "text": "(1) The Welsh Ministers may give directions to the Commissioner.\n(2) But the Welsh Ministers may not direct the Commissioner in relation to the following matters—\n(a) giving a compliance notice to a person under Chapter 6 of Part 4 (including the content of a compliance notice to be given to a person);\n(b) Part 5 (enforcement of standards);\n(c) Part 6 (the freedom to use Welsh).\n(3) The Commissioner must comply with directions given by the Welsh Ministers.",
