  "text": "(1) There is to be a Welsh Language Commissioner (referred to in this Measure as “the Commissioner”).\n(2) The First Minister must appoint the Commissioner.\n(3) Schedule 1 makes further provision about the Commissioner.\n(4) For provision about the integrity of the Commissioner, see Chapter 1 of Part 8.",
