  "text": "(1) The Welsh Levy Board may do anything that appears to it to be conducive or incidental to the discharge of its functions.\n(2) In particular it may—\n(a) enter into agreements;\n(b) acquire or dispose of property;\n(c) raise funds by means of voluntary contributions; and\n(d) accept gifts.",
