  "text": "(1) The title of this Order is the Whelk Fishing (Wales) Order 2019 and it comes into force on 4 July 2019.\n(2) Subject to paragraph (3), this Order applies in relation to Wales.\n(3) Articles 3 and 5 apply in relation to the Welsh zone.",
