  "text": "The Commissioners shall shut the lock gates forming part of Work No. 1 at any time—\n(a) where it appears to them to be necessary to do so to prevent or alleviate flooding or to meet any other emergency; or\n(b) if requested to do so by the Environment Agency for a purpose mentioned in paragraph (a) above.",
