  "text": "Any person who intentionally—\n(a) obstructs any person acting under the authority of the Authority in constructing, using or maintaining the works; or\n(b) interferes with, moves or removes any plant or equipment used in the construction, maintenance or use of the works,\nshall be guilty of an offence and liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
