  "text": "(1) Regulations under this Act are to be made by the Welsh Ministers.\n(2) A power to make regulations under this Act—\n(a) is exercisable by statutory instrument, and\n(b) includes power to make different provision for different purposes.\n(3) A statutory instrument containing regulations made under this Act may not be made unless a draft of the instrument has been laid before, and approved by a resolution of, the National Assembly for Wales.",
