  "text": "(This note is not part of the Regulations)\nThese Regulations implement the Windsor Framework, in particular by satisfying conditions set out in Article 9 of Regulation (EU) 2023/1231 of the European Parliament and of the Council of 14 June 2023 on specific rules relating to the entry into Northern Ireland from other parts of the United Kingdom of certain consignments of retail goods, plants for planting, seed potatoes, machinery and certain vehicles operated for agricultural or forestry purposes, as well as non-commercial movements of certain pet animals into Northern Ireland (OJ No. L 165, 29.6.2023, p.103), in respect of the movement of certain rest of the world retail goods from Great Britain to Northern Ireland.\nRegulation 2 makes amendments to assimilated direct legislation to adjust the entry requirements for certain plants into Great Britain so that they match the requirements for entry of those rest of the world retail goods into Northern Ireland.\nA full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.",
