Regulation 5 Refusal of application
Where the Secretary of State is satisfied that there would be a relevant potential risk if—
(a)
the specified retail goods referred to in regulation 3(6)(c) were moved into Northern Ireland; or
(b)
the applicant were permitted to move specified retail goods into Northern Ireland under the Scheme,
the Secretary of State may refuse to approve the applicant as a person who may move such goods into Northern Ireland under the Scheme.
