Article 9 Rights of audience

In any proceedings before the tribunal—

(a)

the Secretary of State may appear and be heard by an authorised advocate or by any person authorised to act on his behalf; and

(b)

any other party to the reference may appear and be heard either in person or by an authorised advocate or by any person authorised to act on his behalf.
