  "text": "For section 93 (penalties and proceedings) substitute the following —\n“Penalties and Proceedings\n93. (1) A person who commits an offence under this Part is liable to imprisonment for a term not exceeding two years or to a fine, or to both.\n(2) Proceedings for an offence under this Part may only be instituted by or with the consent of the Attorney General of Jersey.”.",
