For article 4 substitute—

“4.

The Secretary of State shall not request OFCOM under subsection (2) of section 22 of the 2003 Act to do as respects Jersey one or more of the things set out in subsection (1) of that section unless he has first consulted the appropriate authorities in Jersey.”.
