  "text": "(1) The existing wards of Wolverhampton are abolished.\n(2) Wolverhampton is divided into the 20 wards listed in the Schedule.\n(3) Each ward comprises the area identified on the map by reference to the name of the ward.\n(4) Three councillors are to be elected for each ward.",
