  "text": "In this Order words and expressions to which a meaning is assigned by the Workington Harbour Act 1974 have the same meaning as in that Act, and–\n“general direction” means a direction authorised by article 3 (General directions to vessels) below;\n“the harbour approaches” means the area hatched black on the signed plan;\n“the signed plan” means the plan prepared in triplicate signed by the Head of Ports Division, Department of the Environment, Transport and the Regions, two copies of which have been deposited at that Department and one copy of which has been deposited at the offices of the Council at the Harbour Office, Prince of Wales Dock, Workington, Cumbria EA14 2JH;\n“level of high water” means the level of mean high-water springs;\n“length” in relation to vessel means the overall length from the foreside of the foremost fixed permanent structure to the aftside of the aftermost fixed permanent structure of the vessel;\n“special direction” means a direction authorised by article 5 (Special directions to vessels) below or by section 52 of the Act of 1847.\n“statutory undertaker” means–\n(a) any person who is a statutory undertaker for any of the purposes of the Town and Country Planning Act 1990;\n(b) any other person who exercises functions under the Land Drainage Act 1991 or the Water Resources Act 1991;\n(c) a coast protection authority within the meaning of section 1 of the Coast Protection Act 1949;\n(d) any operator of a telecommunication code system.",
