  "text": "(This note is not part of the Order)\nThis Order–\n(a) authorises Cumbria County Council (“the Council”) to give general and special directions to vessels within Workington Harbour (“the Harbour ”) and its approaches;\n(b) authorises the control and licensing of dredging in the Harbour;\n(c) provides for the registration of small vessels using the Harbour;\n(d) extends the powers of the Council to make byelaws in relation to the Harbour; and\n(e) authorises the boarding of vessels in the Harbour by officers of the Council.",
