The Secretary of State for Social Services, with the consent of the Treasury, in exercise of the powers conferred upon him by sections 2 and 4(2) of the Industrial Injuries and Diseases (Old Cases) Act 1975^f1 and of all other powers enabling him in that behalf, hereby makes, in consequence of the making of the Social Security Benefits Up-rating (No.2) Order 1987^f2, the following scheme^f3:
