  "text": "SOCIAL SECURITY\nMade 20th March 1990\nLaid before Parliament 21st March 1990\nComing into force 11th April 1990\nThe Secretary of State for Social Security, with the consent of the Treasury, in exercise of the powers conferred by sections 2 and 4(2) of the Industrial Injuries and Diseases (Old Cases) Act 1975 and of all other powers enabling him in that behalf, hereby makes, in consequence of the making of the Social Security Benefits Up-rating Order 1990, the following Scheme:",
