  "text": "SOCIAL SECURITY\nMade 9th March 1994\nLaid before Parliament 16th March 1994\nComing into force 13th April 1994\nThe Secretary of State for Social Security, with the consent of the Treasury, in exercise of the powers conferred by paragraph 2 of Schedule 8 to the Social Security Contributions and Benefits Act 1992 and paragraph 1 of Schedule 9 to the Social Security Administration Act 1992 and of all other powers enabling him in that behalf, hereby makes the following Scheme:",
