  "text": "SOCIAL SECURITY\nMade 13th March 1995\nLaid before Parliament 20th March 1995\nComing into force 12th April 1995\nThe Secretary of State for Social Security, with the consent of the Treasury, in exercise of the powers conferred by paragraph 2 of Schedule 8 to the Social Security Contributions and Benefits Act 1992 and paragraph 1 of Schedule 9 to the Social Security Administration Act 1992 and of all other powers enabling him in that behalf, hereby makes the following Scheme:",
