  "text": "SOCIAL SECURITY\nMade 10th March 1997\nLaid before Parliament 17th March 1997\nComing into force 9th April 1997\nThe Secretary of State for Social Security, with the consent of the Treasury, in exercise of the powers conferred by paragraph 2 of Schedule 8 to the Social Security Contributions and Benefits Act 1992 and paragraph 1 of Schedule 9 to the Social Security Administration Act 1992 and of all other powers enabling him in that behalf, hereby makes the following Scheme:",
