  "text": "SOCIAL SECURITY\nMade 5th March 1998\nLaid before Parliament 12th March 1998\nComing into force 8th April 1998\nThe Secretary of State for Social Security, with the consent of the Treasury, in exercise of the powers conferred by paragraph 2 of Schedule 8 to the Social Security Contributions and Benefits Act 1992 and paragraph 1 of Schedule 9 to the Social Security Administration Act 1992 and of all other powers enabling her in that behalf, hereby makes the following Scheme:",
