  "text": "SOCIAL SECURITY\nMade 4th March 1999\nLaid before Parliament 12th March 1999\nComing into force 14th April 1999\nThe Secretary of State for Social Security, with the consent of the Treasury, in exercise of the powers conferred by paragraph 2 of Schedule 8 to the Social Security Contributions and Benefits Act 1992 and paragraph 1 of Schedule 9 to the Social Security Administration Act 1992 and of all other powers enabling him in that behalf, hereby makes the following Scheme:",
