  "text": "SOCIAL SECURITY\nMade 10th March 2003\nLaid before Parliament 14th March 2003\nComing into force 9th April 2003\nThe Secretary of State for Work and Pensions, with the consent of the Treasury, in exercise of the powers conferred on him by paragraph 2 of Schedule 8 to the Social Security Contributions and Benefits Act 1992 and paragraph 1 of Schedule 9 to the Social Security Administration Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Scheme:",
