  "text": "All construction phase activities must be carried out in accordance with the following—\n(a) best practice guidance including the Environment Agency’s Pollution Prevention Guidance notes and guidance from the Construction Industry Research and Information Association;\n(b) adherence to the Construction (Design and Management) Regulations 2015 where applicable; and\n(c) adherence to the Construction Environmental Management Plan approved under paragraph 6(1) of Schedule 2 (requirements) and an Incident and Emergency Response Plan.",
