  "text": "These Rules may be cited as the Young Offender Institution (Amendment) (No. 2) Rules 1999 and shall come into force–\n(a) as respects this rule and rule 2, on 31st March 1999; and\n(b) as respects all other provisions, on 1st April 1999.",
