In rule 48 (Temporary confinement), after paragraph (3) there shall be inserted the following paragraph–

“(4)

An inmate shall not be confined under this rule for longer than 24 hours without a direction in writing given by a member of a board of visitors or by an officer of the Secretary of State not being an officer of the young offender institution.”.
