  "long_title": "These Rules amend the Young Offender Rules 1988 (“the 1988 Rules”), as amended. Paragraph 1 of the Schedule substitutes a new rule 6 which makes revised provision for temporary release of inmates (which substitution is subject to certain transitional provisions set out in rule 3 of these Rules). Paragraphs 2 and 3 increase the powers of governors in relation to disciplinary offences committed by inmates (but by virtue of rule 4 of these Rules do not apply in relation to offences committed before the coming into force of these Rules).",
