  "text": "In rule 59 (rights of inmates charged):\n(a) at the end of paragraph (1) there shall be added the words “or, as the case may be, the adjudicator”;\n(b) after paragraph (2) there shall be added the following paragraph:\n“(3) At an inquiry into a charge which has been referred to the adjudicator, the inmate who has been charged shall be given the opportunity to be legally represented.”.",
