  "text": "In section 14 (dispensation for particular zoos)–\n(a) in subsection (1)–\n(i) at the beginning insert “Subject to subsection (1A),”; and\n(ii) for “size of” substitute “number of animals kept in”;\n(b) after subsection (1) insert–\n“(1A) The Scottish Ministers may only make a direction under subsection (1) where they are satisfied that it is not prejudicial to the protection of wild animals and the conservation of biodiversity to do so.”;\n(c) in subsection (3) at the beginning insert “Subject to subsection (3A),”; and\n(d) after subsection (3) insert–\n“(3A) The Scottish Ministers may only vary a direction made under subsection (1) where they are satisfied that it is not prejudicial to the protection of wild animals and the conservation of biodiversity to do so.”.",
