  "text": "In this Order —\n“the Act” means the Animal Health Act 1981;\n“animals” means bovine animals, sheep, goats, deer and all other ruminating animals;\n“the Ministers” means the Minister of Agriculture, Fisheries and Food, the Secretary of State for Scotland and the Secretary of State for Wales, acting jointly.",
