  "text": "(This note is not part of the Order.)\nArticle 7 of the Diseases of Animals (Northern Ireland) Order 1981 (“the 1981 Order”) empowers the Department, with a view to reducing the risk to human health from any disease carried in animals or poultry, to make an Order designating any disease which, in its opinion, constitutes such a risk and to apply any provision of the 1981 Order to that disease.\nThis Order designates bovine spongiform encephalopathy for the purposes of Article 7 (Article 3(1)) and applies certain provisions of the 1981 Order to bovine spongiform encephalopathy with a view to preventing the spread of that disease to or among humans (Article 3(2) and the Schedule).",
