The Secretary of State for Education makes the following Regulations in exercise of the powers conferred by sections 9(1)(a), 84(3), 140(7) and (8), and 142(5) of the Adoption and Children Act 2002f1, and by section 1(1), (3)(a), (c) and (d), and (5) of the Adoption (Intercountry Aspects) Act 1999f2, and after consultation with Welsh Ministersf3.
