The National Assembly for Wales, in exercise of the powers conferred upon it by sections 2(6)(b), 9(1)(b) and (3), 10(1), (3) and (4) of the Adoption and Children Act 2002 ^f1 and sections 22, 25 (1), 34(1), 35(1) and 118(7) of the Care Standards Act 2000 ^f2 and of all other powers enabling it in that behalf, having consulted such persons as it considers appropriate, hereby makes the following Regulations:
