The Secretary of State for Transport, in exercise of his powers under articles 9(3)(a)(iii), 11(3) and (6)(a)(iii), 28(1)(c), 29(4), 30(1), 39(1), 83 and 94(1) of the Air Navigation Order 1989f1, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
