The Treasury, in exercise of powers conferred on them by section 30(3) of the Banking Act 1987^f1 and of all other powers enabling them in that behalf, and after consultation with the Council on Tribunals under section 8(2) of the Tribunals and Inquiries Act 1992^f2, hereby make the following Regulations:
