The Secretary of State, in exercise of the powers conferred on him by section 135 of, and paragraphs 1, 14, 15, 17 and 28 of Schedule 7 to, the Broadcasting Act 1996^f1, after consultation with the BBC and with the consent of the Treasury, hereby makes the following Order:
