The Secretary of State, in exercise of the powers conferred on him by sections 1(1) and 3(1) of, and paragraphs 2 and 10 of Schedule 1 to, the Building Act 1984^f1, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
