The Commissioners of Customs and Excise, in exercise of the powers conferred on them by sections 8(1) and 9 of, and paragraphs 5(1), and 12(i) of Schedule 1 to, the Car Tax Act 1983f1 and section 27(3) of the Finance Act 1989f2 and of all other powers enabling them in that behalf, hereby make the following Regulations:
