The Secretary of State makes this Order in exercise of the powers conferred by sections 124(1) and (2), 127(1) and (5) of the Care Act 2014f1.

The Welsh Ministers have consented to the making of this Order insofar as their consent is required by section 127(3) of that Actf2.

Section 127(3) provides that before making an order under that section to commence section 75 of the Act (commenced in part by article 2(1)(u) of this Order), the Secretary of State must obtain the consent of the Welsh Ministers.
