The Secretary of State, in exercise of the powers conferred upon him by sections 22(1) and (7)(a), 25(1) and 118(5) to (7) of the Care Standards Act 2000f1, and all other powers enabling him in that behalf, having consulted such persons as he considers appropriate, hereby makes the following Regulations:—
