The Secretary of State is a Minister designated for the purposes of section 2(2) of the European Communities Act 1972f1 in relation to the common agricultural policy of the European Communityf2 and in relation to measures in the veterinary and phytosanitary fields for the protection of public healthf3.
The Treasury consent to these Regulations in accordance with section 56(1) of the Finance Act 1973f4.
The Secretary of State makes these Regulations under section 2(2) of the European Communities Act 1972 and section 56(1) of the Finance Act 1973.
