The Secretary of State for Social Security, in exercise of the powers conferred by sections 14(1), 16(5), 51 and 52 of, and paragraph 11 of Schedule 1 to, the Child Support Act 1991^f1and of all other powers enabling him in that behalf hereby makes the following Regulations:
