The Secretary of State for Health, in exercise of the powers conferred by section 25(7)(b) and section 104(4)(c) of and paragraph 4(1) and (2)(i) of Schedule 4 to the Children Act 1989^f1 and of all other powers enabling her in that behalf hereby makes the following Regulations:—
