Whereas a draft of this Order has been laid before and approved by a resolution of the House of Commons;

Now, therefore, the Secretary of State for Transport, in exercise of the powers conferred by section 10(6) of the Civil Aviation Act 1982^f1 and of all other powers enabling him in that behalf, hereby makes the following Order:—
