The Secretary of State for Transport, in exercise of his powers under sections 73(1)(a), (3), (4) and (6)(a) of the Civil Aviation Act 1982f1 and of all others powers enabling him in that behalf, and with the consent of the Treasury, hereby makes the following Regulations:
