Every person exercising a function for the purposes of this Measure must have due regard to—
(a)
the purpose of the system provided by this Measure, which is to maintain the collective good standing of clergy and to hold to account those clergy who fall below the standards required of them, and
(b)
the role of bishops and archbishops in administering discipline.
