The Tribunal may at any time on the request of a party or of its own initiative order, having considered the factors set out in rule 17(2), that—

(a)

proceedings allocated to the small applications track be transferred to the standard applications track; or

(b)

proceedings allocated to the standard applications track be transferred to the small applications track.
