Editorial note: The Joint Committee on Statutory Instruments in its Twenty-Sixth Report of Session 2019–21 (see para. 1.7 and Appendix 1 para. 7 of that report) concluded that Sch. 4 has not been commenced despite the commencement of s. 65 by the Courts Act 2003 (Commencement No. 10) Order 2005 (S.I. 2005/910), art. 3(u).
