(1)
The Authority may, with the consent of the Welsh Ministers, give financial assistance to any person in respect of relevant expenditure.
(2)
In subsection (1), “relevant expenditure” means expenditure incurred or to be incurred by the person on anything which the Authority considers conducive to the attainment of its main objective.
(3)
Financial assistance may be given under subsection (1)—
(a)
by grant or loan;
(b)
subject to conditions.
